The current candidates, to include myself, speak of the need for experience as an important factor in choosing the next Sheriff of St. Francois County. Law enforcement and supervisory experience is something all of us have in common, but I’m the only candidate who has experience as a leader of a law enforcement agency.
As the Chief of Police of the city of Ste. Genevieve, I have gained experience in important aspects of leading a law enforcement agency. I have spent the last 15 years formulating and managing the budget for the Ste. Genevieve police department and ensuring that I am a responsible steward of taxpayer dollars. I continually review the budget to ensure that I am within budget guidelines and eliminate wasteful spending. I research state and federal law enforcement grants annually to assist in subsidizing the police department’s budget and through these efforts, hundreds of thousands of dollars have been awarded to the department.
Police departments must have legally sound policies and procedures that define department duties, functions, and the conduct of their employees. As Chief of Police, I have developed such policies and procedures for the Ste. Genevieve Police Department that are contained in a manual which is updated annually to ensure compliance with state and federal law.
As an administrator and department head, I have overseen the construction and updating of our current police department and ensured that all maintenance of the building is kept up to date. My responsibilities include the purchasing and upfitting of patrol cars as needed and seeing the vehicles are well maintained mechanically and cosmetically.
My abilities have proven that I am a competent, confident, and capable leader with the ability to be the next Sheriff of St. Francois County.
St. Francois county is a first-class county and is growing exponentially, I want to be the NEXT SHERIFF to lead the sheriff’s department into the future.

A critical component of any Sheriff’s Department is the development and implementation of a sound yearly budget. This budget should accurately reflect the needs of the department while omitting unnecessary spending and waste.
St. Francois County voters graciously voted in favor for a Proposition P that is funded by sales tax collected by the County on goods sold on the internet. The tax collected on internet sales has exceeded the counties expectations, greatly increasing funds available for the Sheriff’s Department budget.
As Sheriff, I will sit down with the County Auditor and Treasurer for an analysis of the current amount of funds that has been generated from Proposition P and its predicted income in the future. I will then take a methodical approach in developing a long -term strategic plan for the use of future funding for combatting drugs, providing school resource officers in schools in unincorporated areas or schools with limited funds, and the other programs I have discussed.
Simply stating that you will develop a program or provide a service that will cost taxpayers dollars is easy, having a plan on how it will be funded takes experience. That’s the difference between a “goal setter” and a “goal getter”.

I realize that St. Francois County Sheriff’s Departments patrol and jail divisions are an essential part of a Sheriff’s department operations. But as a leader, I must take a step back and look at the department as a whole and how I will work with each of the other functions of the Sheriff’s Department assisting them toward excellence in what they do.
The detective division is a crucial part of any law enforcement agency, and it is through their due diligence that major crimes are solved. As Sheriff, I will see that our detective division is expanded and receives the most advanced training and technology necessary to assist them in their work. As part of that expansion, I will see that there is a separate unit whose sole purpose will be to investigate crimes against children.
Process Service deputies work serving subpoenas for courts, serve eviction notices, and court orders for protection as well as other services as necessary. The need for these services has increased over the years, and Process Servers throughout the United States have increasingly become victims of assault. Seeing these deputies receive the equipment, training, and support they need to keep them safe will be a top priority.
The bailiffs in the St. Francois County Courthouse has a daunting task of maintaining order in the courthouse during busy trial days. These deputies must always be on alert to identify threats, which at times can occur with little to no warning. Training in courtroom security is a must, and I will assist these deputies with receiving yearly training of the latest trends in courthouse threats to keep our judges, prosecutors, and jurors safe. I will make available to them all the latest technology they need to succeed and ensure their safety and success.

Within the last 10 years, homelessness in St. Francois County has become an ever-increasing crisis. A vast majority of the homeless individuals suffer from substance abuse and mental health issues, which in turn leads them to interactions with law enforcement and arrest. Upon their arrest, law enforcement transports these individuals to the St. Francois County jail for booking. Upon the completion of booking at the jail, the arrestee is either detained at the jail or released back out on the streets. This revolving door of homelessness can occur multiple times with the same individuals and various police departments in the county. These individuals cost taxpayers dollars to house them, supplying medications for drug withdrawal and manpower.
As Sheriff, I will strive to close this revolving door through a jail diversion program that would see these individuals receive substance abuse and mental health treatment. I will accomplish this through a multidiscipline approach involving mental health professionals, substance abuse specialists, non-profit organizations, spiritual leaders, and community leaders.
Working together, my vision is to see the people suffering from these cooccurring disorders receive treatment, counseling, and a place to stay until their recovery.

Voters who have spoken with me have questioned as to my approach towards taking over the Sheriff’s department as Sheriff.
First and foremost, becoming Sheriff will be a humbling experience for me and will not change me for who I am as a person or as a leader. I will be the same person that I am today, but I realize that my area of responsibilities will be greatly increased. I am a champion for change and look forward to advancing the Sheriff’s Department.
Any organizations greatest asset is the people who are employed by them. Employees’ salaries are the largest portion of a budget and a key instrument for the implementation of change within an organization, its success, and the success of its leader.
History has seen newly elected sheriffs in Missouri Counties immediately dismissing current department employees and bringing in new ones. This practice is no longer practical or conducive to the department’s ability to provide services. Providing employees with clear and concise job descriptions, duties, and conduct expectations through the implementation of policies and procedures will assist them in becoming successful employees.
It is my plan as a leader to hire a professional organization to assist in formulating policies and procedures tailored specifically for the St. Francois County Sheriff’s Department, which incorporates the latest state and federal regulations for law enforcement. This policy will be made available to all staff for them to read and adhere to. Staff’s ability to adhere to policy will closely be scrutinized by administrative staff to ensure staff compliance.
I look forward to assisting and working with staff, creating a positive change within the department.

As a successful leader of a law enforcement agency, I have learned through experience that it is necessary to be a transformational and transparent leader.
Law enforcement in the U.S. has seen change in societies perception and expectations of police officers. U.S. and state governments have imposed laws to set guidelines for police officer conduct and mandated training. These changes have affected every police department in the U.S. large and small, hampering their ability to hire and retain new officers.
To overcome this transition in policing for both officers and the public, I have worked closely with our officers and community to gain and maintain their trust. I encourage our officers to be engaged with the community by taking a proactive approach when policing by communicating with the public through social interaction. I am a strong advocate of continual training for officers in de-escalation techniques, less lethal weapons, updates in state laws, and police conduct and ethics. Training builds confidence and the skills of an officer to assist them in bringing a high stress situation to a positive result.
I have strived to gain the trust and respect of my officers and the community we serve. I have learned that being a transparent leader has allowed me to know community and officers on a personal level, fostering trust and open communication. I have a commitment to my officers and their well-being. The officers are comfortable coming to me with any issue they may encounter, personal or professional, that may have an impact on their police duties, and I work with them towards a positive outcome.
The City of Ste. Genevieve leaders and citizens expect an open and honest police department, and I work to fill that expectation. I attend city council meetings to give reports on the status of the department and to answer questions from citizens. I make myself available to the public through social interactions and an open-door policy.
As a transformational and transparent leader, I can overcome any obstacle I may face as your new sheriff and make it a premier law enforcement agency that St. Francois County deserves.

HAPPY NEW YEAR!!!
2024 has the potential to bring big changes to St. Francois County, and I am prepared to be the driving force behind those changes.
With the holidays behind us, I am ready to hit the ground running. I will be out every day meeting people and spreading the word on why I am the RIGHT choice for St. Francois County.

Over the last 6 months, I have discussed different points of my plan with you all. This has given me the opportunity to answer questions and concerns from a plan that I have worked on and prepared for over the last 3 years.
My decision to run for sheriff has been well thought out and one I have prepared for. This was not a decision I was talked into or something I rushed with no plan in place. My plan was well prepared and written out prior to announcing my candidacy to seek office.
I had stepped back a little over the last couple of weeks, preparing for the holiday and spending time with family and friends. After the first of the year, I will be back out every day meeting with and speaking to the citizens of St. Francois County.

I will be scrutinizing current jail contracts with outside services such as the inmate phone system, inmate commissary, medical and mental health providers, etc., guaranteeing the companies provide adequate services, competitive rates, and a fair rate of revenues if generated.

A substantial portion of the jail’s budget is the cost of food that is purchased for inmate meals. My goal is to expand the food service storage area of the jail to allow for the purchase of food in quantities, saving money. This expanded storage of food will allow for 30 days of food to be available in the event of a natural disaster or emergency as outlined in AJA standards.

Inmate Managment System
Once elected Sheriff, I will incorporate an Inmate Management System to properly house and manage inmates. Inmates will be screened for escape risks and threat assessments to reduce liability and increase staff safety. This system will track inmates to make sure proper medications are being dispersed, inmate counts, and the verification of an inmate’s identity prior to being released.

S.A.F.E.R. Program - Services Available For Everyone’s Recovery.
Mental health and substance abuse are issues law enforcement officers encounter daily. Our detention center is no exception.
Through my S.A.F.E.R. Program, I will ensure resources are available inside the detention center and promoted by department staff.
Ensuring substance abuse programs are available at the county level will likely be the first step in preventing reoffenders.
Working closely with resources within the community is imperative. Bringing those resources into the jail will offer services to those who may otherwise not have sought assistance on their own.
Simply asking questions during intake isn’t enough to ensure a SAFER jail. Every employee will be trained in recognizing and reacting to signs of mental illness and substance abuse.
With these efforts, if we can save even just one life or help one person beat addiction, it’s a success, making our county SAFER through all means available.

I will oversee the operation of the mental health wing at the Detention Center to optimize the resources available for inmates who suffer from mild to moderate mental health issues. Mental health clinicians will be made available to assess inmates and assist with addressing their mental health needs while housed and prior to their release. Inmates with suicidal ideations will be segregated and closely monitored by staff utilizing a tracking system to ensure checks are being conducted in accordance with standards.

We have officially added a 4th generation Crump to the law enforcement family. My son, Jadin, graduated from the Mineral Area Law Enforcement Academy today as the Class President.
I had the honor and privilege of pinning his badge on him. He is officially a commissioned deputy with the Ste. Genevieve County Sheriff's Office, where he has been a civilian corrections officer for the last 3 1/2 years.
Wear the badge with honor son and continue on with the integrity our family name is known for. Stay safe and know that I always have your "six."

Contraband in the Detention Center
The struggle to control contraband items is a daunting task, one which poses extreme demands on staff, from arrest to intake into the detention center. All agencies, to some extent, struggle with contraband, a term used to identify any item prohibited within the detention center.
Contraband can enter the facility through many different avenues, not only in the possession of arrestees, therefore it’s important to safeguard all entry points into the detention center.
Agencies are increasing the utilization of technology to combat contraband, and our department should be no different.
•Body scanner technology — used to find contraband concealed on a person, including within body cavities.
•Portable scanner technology — used to detect contraband concealed in vehicles or deliveries to the detention center. These systems include camera systems and visual search aids.
Using my initiative to subsidize funding within the jail, these technologies will be easily implemented and funded with minimal impact on current budgeting.
In connection with my policy, procedure, and training initiatives, those systems will be easily implemented, and each employee will receive the necessary training to utilize these systems effectively.
Use of these systems will make our detention center safer for both staff and detainees alike.

Risk Assessment
I intend to complete a comprehensive risk assessment of the detention facility. Proactive not reactive is the approach I’ll take at the detention center.
Seeking outside experts to assist in this endeavor will ensure we identify all areas for improvement outside of just custody and security.
Once the assessments are completed, I will ensure corrections are made that are attainable and timely.
Mitigating risk in the detention center and department wide will decrease liability, thus providing a more fiscally responsible service to our community.

Over the past few months, I’ve shared my views and plans for my overall goals for the Sheriff’s Department. Now I’d like to delve into one specific area, the Detention Center.
Over the next few weeks, I will discuss a major part of my Detention Center plan.
The jail is one of the most intricate and complex areas of the Sheriff’s responsibility. While detainees or inmates are in the custody of the sheriff’s department, the agency is responsible for providing all essential needs. This must be done in a safe, fair, just, and humane manner while protecting rights and maintaining order.
Policy, procedure, training, and accountability are at the forefront of ensuring these needs and expectations are met.
I have a plan to implement policy and training that work hand in hand. One really isn’t effective without the other. Simple and effective procedures on the intake and housing of inmates as well as staff conduct are paramount. It’s also imperative that these policies are in compliance with all state and federal laws and regulations. My system will deliver hands-on training, supplemented by web-based platforms that ensure understanding and compliance. Daily training updates and policy reviews can easily be completed in minutes from workplace computers or smartphone devices.
This is the first step in ensuring our detention staff have the education and tools they need to work more safely and efficiently, all the while maintaining a humane and orderly detention center.

My Vision, My Mission.
Simply put, my mission is to protect and serve the citizens of St. Francois County.
I aim to decrease response time to incidents, increase deputy presence in our community, maintain professionalism on all levels, drastically improving public trust and perception, all of which result in the highest quality law enforcement agency.
To attain this new vision for the department, fiscal responsibility and restructuring, decreased liability, and creating and adhering to a manageable budget are all needed, all of which I have years of experience in.
This takes more than being a tenured, experienced police officer. This is where experience matters, where my years of managing and molding a department as a lead administrator and chief are paramount. This new vision, new mission, and new philosophy will deliver the top quality Sheriff’s Department our citizens and county deserves.
As a lifelong resident of the county and coming from a lifelong law enforcement family, showing true care is the cornerstone of my vision. I hope you’ll join me in my mission to lead our Sheriff’s Department to the next level.

Assigning deputies to smaller patrol zones is the first step to providing our citizens with a level of service they deserve.
But, there’s more to providing exceptional service than just that.
Along with patrol zones, implementation of new procedures will also aid in providing an efficient, safe, and effective response to incidents.
Additionally, new programs within the department will supplement the patrol division, aiding to ensure deputies are able to remain in those zones, where they are most beneficial.
Lastly, as a large portion of the county’s population reside within municipalities, many of these ancillary services provided to our deputies will also be made available to the city police departments as a courtesy, to better serve all the citizens of St. Francois County.

Approximately 3 years ago, I began discussing running for Sheriff with my family. I expressed my reasoning for running and began a written outline of my goals for the Sheriff’s Department if elected. These goals aim to reduce the county’s liability through the implementation of policies and procedures to set the standards of professional conduct of all Sheriff’s Department employees.
The Detention Center
● Implement Policy and Procedures to set operational guidelines for the duties, conduct, and expectations of detention center staff, and for the intake and housing of inmates.
● Assemble a team of independent Jail Administrators and professional corrections consultants to complete a risk assessment of the detention center. Once complete, I will implement a plan to immediately correct any risks identified.
● Work with the U.S. Marshals to secure a contract to house federal inmates in an effort to subsidize funding for the operation of the detention center.
● Evaluate current contracts for inmate phone, video visiting and canteen ensuring all rates are competitive and maximizing profitability for jail operations.
The Patrol Division
● Implement Policy and Procedures to set operational guidelines and standards in areas such as; operation of an emergency vehicle, professional conduct, community involvement, and the enforcement of traffic laws on county roads.
● Establish operational zones within the county to assign the deputies to patrol, reducing the response times for calls for service.
● Ensure deputies are scheduled to maximize the number of deputies that are patrolling the rural areas and during times of the high volume of calls for service.
● Work with the county commission to set up a Sheriff's Department substation in Northern St. Francois County to save on fuel consumption and wear and tear on patrol vehicles.
● Implement the utilization of dash cameras and body cameras for all patrol deputies.
Administrative
● Establish policy and procedures for all administrative positions.
● Develop a recruitment program.
● Review all existing contracts to make sure all obligations are being met and are competitive.
● Review all expenditures to look for areas to reduce any unnecessary spending.
● Work with the county's insurance carrier to incorporate policy and training that will lower the cost of insurance.
● Apply for Federal and State grants to acquire needed equipment, equipment upgrades and salaries for deputies to be utilized as School Resource Officers.
● Work with the county commissioners and state legislatures to acquire funding through CARES Act funds available for facility improvement, jail expansion, and replacement of the Sheriff’s Department administrative building.

What is D.O.O.R? Deputies On Our Roads
Deputies On Our Roads is a strategic program to emphasize patrol efforts on county roads, back roads, subdivisions, lake developments, and other remote areas of the county.
Too often, we find our patrol deputies on the major highway arteries and municipalities of the county, which other resources are already dedicated to.
This program will provide directed patrol to remote areas of our county, which may otherwise be neglected from crime prevention efforts.
Additionally, GPS technology associated with our car and body camera initiative will meld with this program to record patrol activity and identify opportunities for increased patrol areas.
Crimes can be plotted and mapped, directing deputies to areas of need and increasing patrol efforts.
Accountability will be attained by mapping and identifying our deputies' patrol routines. Deficiencies in patrol areas can be easily addressed, increasing patrol presence where needed.
Frequent and regular patrols will increase community engagement and familiarity with our deputies, which is an integrant part of community oriented policing. One of the missions of my campaign is to foster a productive relationship and trust with the community.

Time and time again, I have stressed the importance of transparency with those we serve. As your next sheriff, I will implement Body Worn Cameras to be worn by every patrol deputy.
Body-worn cameras are becoming more common in law enforcement, and for good reasons. Here are some of the benefits of this technology:
• Body-worn cameras improve police accountability and reduce officer misconduct.
Body-worn cameras can be used as an educational and investigative tool for law enforcement. They help officers review, articulate, and demonstrate evidence that they would otherwise be without. They also help evaluate training and policy effectiveness and identify areas for improvement.
Body-worn cameras can offer many advantages for law enforcement and the public. They help promote accountability, transparency, and trust, which are essential to my administration.

I will take a strong stance on the drug epidemic. A zero-tolerance approach. My team will work alongside the state and federal drug task forces to ensure we are eliminating the drug dealers in this county. We will work with the state and federal prosecutors to make sure we present a solid case that will hold up in the courts.
